Examination Announcement No. 03 s. 2026 - Conduct of Career Service Examination, Pen and Paper Test (CSE-PPT) for Professional and Subprofessional Levels 09 August 2026
To establish a Register of Eligibles (RoE) from which certification and appointment to first and second level positions in the civil service, except those involving practice of profession and/or are covered by special laws, shall be made, provided the eligibles meet the qualifications and other requirements of the positions. The RoE may also be a reference for employment in the private sector. There's no limit on the number of attempts. You generally can't take the same level within three months before an exam date, so in practice you simply apply for the next available schedule (the CSE is held about twice a year). Each attempt is treated independently.
No. Once you pass, your civil service eligibility is valid for life — you never need to retake the exam. Employers only check that you currently hold valid eligibility.
You need a general rating of at least 80.00%. It's computed on a weighted rating system, so aim to do well across every section rather than just scraping past in one.
No. You may take only one level per examination schedule. Choose the level that matches the positions you're aiming for.
The paper-and-pencil test (CSE-PPT) fee is ₱500. Where a computerized exam (COMEX) is offered, the fee may be higher.
The Professional level has 170 items and a time limit of 3 hours and 10 minutes. The Sub-Professional level has 165 items in 2 hours and 40 minutes.
No. Anyone who meets the basic requirements — Filipino citizen, at least 18 years old, and of good moral character — may apply, regardless of educational attainment. Passing the Professional level simply qualifies you for a wider range of positions.
There's no maximum age. You only need to be at least 18 years old on the date you file your application.
The CSC posts the official list of passers on its website (www.csc.gov.ph) by a target release date, usually about two months after the exam. Only the list on the official CSC website is considered official.
Typically a PSA birth certificate; academic records (Transcript of Records and Diploma for college graduates, or Form 137-A and Diploma for high school graduates); one to two valid government IDs; two 2×2 white-background photos; and a pencil. Requirements vary slightly by branch.
Branches generally do not grant height or age waivers. However, members of indigenous peoples may present a certification from the National Commission on Indigenous Peoples (NCIP) to be exempted from the height requirement. Always confirm with the branch.
